Historical experience shows us that inaccuracies in the proper distribution of power can be a good platform for centrifugal movements or authoritarian centralism. Since the beginning of the constitutional movement in Iran, the issue of power distribution and local governance has been considered by constitutionalists and later Republicans. Given the importance of this issue, the present article seeks to find out how the mechanism of power distribution is regulated and realized by paying attention to local governance in the constitution and subsequent ordinary laws as well as in practice. Our hypothesis in this article, which is confirmed by the following evidence, is that the crisis in the Qajar patrimonialistic system paves the way for the move towards decentralization, but the international and national situation increased the need of the monopoly control of power sources by the centralized Pahlavi government, and the issue of local governance and distribution of power wasn’t considered in practice. This article shows that the fluctuation between the concentration and distribution of power in the period under review indicates a duality of attitude towards political development among Iran's political elites; Development means the expansion of competition and political participation of social forces or development means increasing the power, potentiality and efficiency of government.}, keywords = {Distribution of Power,Local Governance,Political Development,Constitutionalism,pluralism}, title_fa = {توزیع قدرت و ساختار حکمرانی محلی در نظام مشروطیت ایران}, abstract_fa = {چکیدهدر جوامع متکثری چون ایران مسأله توزیع قدرت و حکمرانی محلی به عنوان یکی از شاخصه‌های مهم توسعه سیاسی و حکمرانی خوب، از اهمیت زیادی برخوردار است. تجربه تاریخی به ما نشان می‌دهد که عدم دقت در چندوچون توزیع مناسب قدرت، می‌تواند بستر مناسبی برای حرکت‌های گریز از مرکز و یا تمرکزگرایی اقتدارگرایانه را در پی داشته باشد. از آغاز جنبش مشروطه در ایران، مسأله توزیع قدرت و حکمرانی محلی مطمح نظر مشروطه‌خواهان و بعدها جمهوری‌خواهان بوده است. با توجه به اهمیت این مسأله، مقاله حاضر در پی آن است که دریابد سازوکار توزیع قدرت با عطف توجه به حکمرانی محلی در قانون اساسی مشروطه و قوانین عادی بعدی و نیز در عرصه عمل، به چه سان تنظیم و تحقق یافت. فرض ما در این مقاله که به وسیله شواهد بعدی مورد تأیید قرار گرفته، این است که بحران در نظام پاتریمونیالیستی قاجاریه، زمینه حرکت به سوی تمرکززدائی را فراهم کرد، اما شرایط بین‌المللی و ملی، ضرورت کنترل انحصاری منابع قدرت توسط حکومت متمرکز پهلوی را افزایش داد و مسأله حکمرانی محلی و توزیع قدرت در عمل، به محاق رانده شد. این مقاله نشان می‌دهد که نوسان میان تمرکز و توزیع قدرت در دوره مورد بررسی، نشان از دوگانگی نگرش نسبت به توسعه سیاسی در بین نخبگان سیاسی ایران دارد: توسعه به مفهوم بسط و گسترش رقابت و مشارکت سیاسی نیروهای اجتماعی، و یا توسعه به معنای افزایش قدرت، توان و کارائی حکومت.}, keywords_fa = {توزیع قدرت,حکمرانی محلی,توسعه سیاسی,مشروطیت,کثرت‌گرائی}, url = {https://jou.spsiran.ir/article_153081.html}, eprint = {https://jou.spsiran.ir/article_153081_8f5bea5a13bc8167d631f5e870bb5c50.pdf} }
