Abstract :
According to human dignity, it is based on the divine worldview (divine caliph) in the law of the Islamic Republic of Iran, which includes a set of duties, including rights, duties, for all members of society (people, civil society and men's government). And the results of improving the level of human interaction (citizenship rights) between members of society in terms of internal relations depend on empathy and common language and external relations depend on the sovereignty of the nation over the government. Thus, according to the subject of the article, in examining the causes of the basis of empathy and language challenges among people with government officials by analytical method (rational theories) using library and media resources after determining and explaining the set of political, social and economic considerations And moral, according to the results: Alawite appropriate behavior takes place at the four moral levels, where moral behavior in the organizational arena is influenced by the social level as the largest part; The legal level derived from rules and regulations, which is a large part of organizational ethics; The organizational level of instructions, including bylaws and directives, and the individual level (personal values of individuals) are the basic reasons for the formation of empathy and communication between the nation and the government.
