Culture and politics: Comparative study of the cultural policy making impact on the soft power of Islamic Republic of Iran and Turkey (cultural industries case study)

Abstract

Considering the growing importance of culture in international relations and the impact of this component on countries and especially the effectiveness of cultural elements of Iran and Turkey; The author, with the framework of soft power theory and cultural policy-making with a comparative approach, has addressed the basic question of what are the commonalities between the two countries of Iran and Turkey in cultural policies affecting soft power. Is there a difference? The hypothesis of the article is based on the fact that due to the similarity or heterogeneity of the structural model and the executive model of cultural policy of the two countries, there are similarities or differences in the application of cultural policy tools on soft power in the field of cultural industries in particular. The findings show that cultural policy in the field of cultural industries has been used by Iran and Turkey to produce soft power in the Middle East and parts of Europe and Africa. Regarding Iran, Until 2013, Turkey was also considered as an important player in the field of soft power; However, restrictions on freedom of expression, media censorship, and repression of the opposition have also affected Turkey's current soft power rankings, and its capacity to attract an international audience, especially in the West, has declined due to democratic backwardness
