Abstract

For numerous reasons such as cultural issues, lack of full time and place coverage of notaries in all parts of the country, uncertainty of the scope and activity of real estate agents and the adoption of cumbersome regulations and the difficulty of preparing notaries and dozens of small reasons and On the other hand, the full legislative purpose of enacting materials related to the compulsory registration of documents was not realized, and in practice, the society system in the form of preparing ordinary ordinary documents, under the title of charter and then affidavit in real estate transactions and then conducting numerous inquiries and preparing official documents in cases Limited, continued. In order to enhance the validity of official documents, measures have been taken, including the establishment of an instant registration system since 1392 and the development of the cadastre plan and the initial approval of the plan to enhance the validity of official documents. The existing rules and regulations do not fully include the rules related to the method of preparing electronic documents and the responsibilities arising from it, for which purpose, the necessity of drafting a special law is felt in this case.
