Abstract

Abstract
This study was written with the aim of qualitatively studying the factors and obstacles of non-implementation of policies based on naming years by the Supreme LeaderThis study was written with the aim of qualitatively studying the factors and obstacles of non-implementation of policies based on naming years by the Supreme Leader. This research was conducted by qualitative method and through grounded theory and the samples were theoretically saturated through theoretical sampling and by interviews from 39 and the interviews were analyzed using open, axial and selective coding. Based on the results of coding interviews, components 1- Theoretical and strategic factors and obstacles 2- Economic factors and obstacles 3- Factors arising from political culture 4- Social and cultural factors as factors and obstacles of non-implementation of policies based on years of nomination by the Supreme Leader Leadership was identified. And according to the content of the interviews, "poor governance" was chosen as the core.
