The role of parliament in holding religious democracy accountable for achieving good governance in the Islamic Republic of Iran

Abstract

The issue of accountability requires the government to explain to citizens about the actions it takes and to expose the results of its actions and programs to the evaluation and judgment of regulatory bodies. In the Islamic Republic of Iran, as a religious democracy with a semi-presidential and semi-parliamentary political structure, the principles of the constitution emphasize the importance of accountability (institutions) to each other and the leadership and accountability of institutions to citizens. According to the constitution, in addition to legislating, the parliament has the right to continuously monitor the implementation of laws, given the central role of parliament in the expression and will of the people and the realization of good governance, Examining the different periods of the Islamic Consultative Assembly (seventh to tenth assemblies) and measuring the effectiveness of the tools at its disposal, citing the performance and quantitative and qualitative statistics of the Assembly showed: Proper legislation, transparency and the preference of the public interest over personal interests, and other tools and powers enshrined in the constitution can hold other institutions accountable for achieving good governance, but due to obstacles and problems, has not yet been able to perform regulatory and legislative tasks. Perform yourself according to the tools at hand. One of the important achievements of this research is to identify these problems and provide practical solutions to solve them.
