Abstract

The international responsibility of governments is one of the most fundamental institutions of international law, which has long occupied the members of the international community and has established close ties with all branches of international law. The international community has been constantly experiencing diverse and emerging legal situations in recent decades. Therefore, the cases that hold all governments accountable to the international community are not limited to certain cases. The outbreak of emerging epidemics, including the new coronavirus, is one of the emerging problems that requires international cooperation from governments to address them globally. In the present article, analytically and descriptively based on library studies and international documents, the international responsibility of governments to the international community within the framework of the legal entity of secondary obligations and the international responsibility of governments to unrestricted actions within the framework of pure responsibility And their compliance with the responsibility of governments in combating epidemics has been analyzed and as a result it has been argued that cooperation in the fight against epidemics is a commitment to the international community and negligence on the part of the government is negligent.
