Abstract

The general policies of the Islamic Republic of Iran are documents containing important principles for the administration of the system, which are determined by the highest political official of the country in consultation with the Expediency Council. General policies have binding power and in the system of hierarchies of legal norms, they are lower than the constitution and higher than other laws and regulations. Therefore, monitoring the compliance of government approvals with general policies should be done in a way that is appropriate for its position. According to the existing regulations, the Expediency Council is currently responsible for overseeing government approvals in this regard. But such monitoring, because it is done passively, non-specifically and with a delay, has created a vacuum in this area. With a deeper understanding of the concept of "law" and determining its relationship to the general policies of the system, the existing vacuum is eliminated. So that with the introduction of general policies in the broad sense of the law, parliamentary and judicial oversight of government approvals in accordance with policies becomes possible. As a result, oversight will be achieved in accordance with the general policies of the system in order to achieve its stated goals.
