Abstract

The subject of this article is to examine the place of political development in the upstream documents and its relationship with the increase of soft power of the Islamic Republic of Iran. Raising the level of public awareness and political development of the people has always been the focus of the leaders of the revolution since the beginning of Imam Khomeini's movement against imperial tyranny and also against external software threats. This article seeks to answer the question "What is the place of political development in the upstream documents of the government and what is the relationship between it and the increase of soft power of the Islamic Republic of Iran?" In order to answer this question, upstream documents in the Islamic Republic of Iran such as the Constitution, the Vision 1404 document, as well as the five-year development plans of the country have been studied in a library and descriptive manner. The conclusion of the article is that in all these documents, increasing public participation and political development are emphasized as important tools in strengthening the software power of the political system against foreign enemies.
