Abstract

The concept of sovereignty, like many concepts of public law, has changed and evolved since its inception, and its semantic burden has changed to a large extent in accordance with the conditions of the time and global developments; This concept no longer means, as in the past, the absolute control and supervision of the state over its citizens, and the territorial territory does not guarantee the absolute authority of the state. Various developments over the last few centuries have changed this definition of government. The question examined in this article is what effect has this development had on the broader performance of government and the relationship between the public and private sectors?
The emergence and development of information networks has influenced the governance patterns and boundaries of national governments; Other governments are not the only actors in global technology issues, and in fact we are witnessing a kind of diversification of the source of power; The formation of global loyalty networks such as marginalized groups, social movements and terrorist groups has led to the disregard for traditional centers of legitimacy and authority. Accordingly, governments can no longer define and regulate their relations with the people and the private sphere in the same way as before, and extensive restrictions have been imposed on them in this regard.
