Competency model of human resource managers in crisis situations

Abstract

Human resource managers are the most important factor in determining the success and failure of organizations, which, based on their competencies, are crucial to their environment and achieve the goals of the organization. Effective management seems to be an essential need. Therefore, the main purpose of this study is to provide a competency model for human resource managers in crisis situations. This research is applied in terms of purpose and is descriptive-survey in terms of implementation. The statistical population of this study includes 35 experts and managers and 2430 employees of Red Crescent, Tehran Municipality and Governorate. Data were collected by a questionnaire. To analyze them, Delphi method and interpretive structural modeling, factor analysis method were used. From the experts' point of view, 5 main components include: Iranian-Islamic, individual personality component, interpersonal component, organizational component and extra-organizational component and 18 competency sub-components through Delphi method and using expert panel as competency components of human resource managers in Crisis conditions were selected. According to the results of research on Iranian-Islamic components (rule of religious values - Iranian Islamic morality - central justice) in individual components of personality (pragmatism - adherence to ethics - jihadi spirit) in organizational components (strategic leadership - optimal resource management - intelligence Organizational-citizen-oriented-crisis management) as well as in extra-organizational components (political intelligence-business intelligence-cultural intelligence) were approved as priority indicators.
