Abstract

The present study is descriptive-applied in nature and based on qualitative and quantitative data in terms of method. The research methodology includes the study of theoretical concepts about social health and its dimensions, coordination and dimensions of strategy, as well as expert analysis. The results showed that in the first-order convergence matrix, what is clear between the parliament, the Ministry of Cooperatives, Labor and Social Welfare, the Program and Budget Organization, the Social Affairs Organization and the Welfare Organization is the strongest convergence in strategic health issues. It is social and there is the least convergence among other intervening actors. In the second order matrix, which measures the intensity of the alliance with the hierarchy of goals (priorities) of the actor pair. There is the most unity in the strategic issues of social health between the Program and Budget Organization and the parliament, and finally in the weighted convergence diagram, which can determine the number of possible alliances by considering the preferences of the actors in terms of their goals and competition. Between the Program and Budget Organization and the Islamic Consultative Assembly, the Ministry of Cooperatives, Labor and Social Welfare, the Welfare Organization and the Ministry of Health and Medical Education, we can see the same preferences of the executive bodies in the field of social health and other organizations in lower convergent ranks. have.
