Presenting a model for accepting public policies in the field of personnel by the target community (Case study of government organizations in Lorestan province)

Abstract

In this research, a model for accepting public policies in the field of personnel by the target community has been presented. In this research, based on the research literature and interviews with experts, 114 sub-criteria have been extracted. These sub-criteria were provided to experts in two rounds of Delphi, 18 of which did not have the required score and were excluded from further analysis. Finally, 96 sub-criteria formed 22 main criteria higher than themselves. Confirmatory factor analysis (CFA) was used to validate the model using Smart-PLS 3 software; The relevant results showed that the value of GOF index for the numerical model is equal to 0.495, which is a strong index and indicates the high overall quality of the model. Based on this index and other indicators of the model, it was proved that the 22 identified criteria, in general and in the form of a model, can measure the acceptance of the general policy well and the effects of each criterion can be properly predicted. present. The effect of the variables identified in the model, showed that all identified factors have a significant effect in explaining the acceptance of policies. The factor of policy interference and dependence, the methods of implementing the policy and the culture of the target community, and the environment of the target community have the greatest effect in explaining the acceptance of policies and the organization has the least impact.
