Abstract

The Caspian Sea is a source of oil and maritime highways for its peripheral countries, and Iran, like its other partners in the Caspian Sea, is concerned about its own interests. One of the doubts raised by many critics is that During the signing of the Caspian Sea Legal Regime Convention, Iran withdrew its rights. And in the case of the exploitation of the continental shelf, this argument is not very scientific and based on legal principles, because the discussion about the Caspian legal regime is not related to the last one or two years after the collapse of the Soviet Union in 1991 until now the discussion about reaching a legal agreement on shares Caspian littoral states are underway. The fact is that before the collapse of the Soviet Union, Iran and Russia controlled the entire sea, which after the collapse of Turkmenistan, Kazakhstan and Azerbaijan were added to Russia and formed five coastal states that have to comment on the lake. This has led to more than two decades of debate over the legal regime of the Caspian Sea.
