Every research is a scientific process in which the researcher tries to find a theoretical answer to a problem. In this study, political participation in the discourse of the two justice-oriented and reformist governments is examined and a solution is proposed to solve a real problem in the world of action. Achieving the progress and development of countries also requires the use of talent and power and the active presence of the people and their participation in the development process; So that development and participation are considered as intertwined, and the development process is associated with stability and success when it is accompanied by increased public participation.
