Abstract

The aim of this study was to investigate the challenges of utility services as an alternative punishment to imprisonment and the research question was as follows; what challenges does Iran face in using utility services as an alternative to imprisonment, and what are the solutions to overcome these challenges? Since the present research is in the category of qualitative studies, through library study and review of the theoretical foundations of the subject, analysis of the findings of previous researches and notes and taking notes of the sources and opinions examined, the necessary information is collected, described, classified And analyzed. The results showed that cultural, economic and political challenges are the main obstacles to the implementation of public service punishment as an alternative to imprisonment. Therefore, cultural strategies such as training traditionalist judges and avoiding populist criminal policy and solving economic and political challenges can pave the way for reducing the population of imprisoned people and issuing alternative votes to imprisonment.
