Abstract

The countries of Iraq and Syria were formed after the collapse of the Ottoman Empire due to the formation of the government at the discretion of foreign powers. These countries also suffered many problems during the empire.
The two countries were the result of French and British policies under the Sykes-Picot agreement in the Middle East.
In the historical and sociological study of our government in the two countries, witnessed failed state-building and consequently the inability of absolute powers, quasi-authoritarianism, authoritarianism in governing the country on all structures and provided the ground for political erosion and exhaustion for decades after its people. .
The inability of political power and the use of force in Iraq and Syria provide a fertile ground for dissent and instability in the country, until the civil war, the presence of non-local groups and the intervention of regional and trans-regional government actors in proxy warfare and violent ISIL warring groups Provided
