Abstract

Urban goverence ,formal institutions include the governmental organizations and informal institutions include the city council and municipality and other private public institutions . Due to the high volume of urban governance and the extent of the subject in this study, with a pathological approach the weaknesses of urban governance in Bandar Abbas city between informal institutions, the city council and the municipality in charge of vertical urban governance and in the definition of urban management-of the type of council-manager structure- has been examined and the subject of what harms exist in the urban governance of the council-manager in this city in order to identify these harms and disadvantages of vertical governance in Baft has been conducted which is the most important weaknesses in urban governance in the policy-making model of the council-director of Bandar Abbas are: Lack of election of the mayor by direct popular vote and weakness in the legitimacy and acceptance of the majority of people in accepting and electing the mayor, weakness in responsibility and accountability for municipal institution, lack of political parties in the lection of city council members and tribal elections ,parallel work and inconsistency between government departments and municipal institutions and lack of control over the urban structure and structure, lack of integrated urban management, duality and lack of separation in political leadership and specialized leadership in urban governance , lack of systematic policy model between informal institutions and lack of new communication such as cybernetics or artificial intelligence between informal and formal institutions.
