Abstract
From long years ago until now, the participatory political culture and its effect on the creation of political development were the main core of the intelligentsia of politics and sociology. The aim of this study is the examination of the barriers in front of the political development with emphasizing on participatory political culture. In order to gain this target, by designing a conceptual model that has driven from the intelligentsia ideas as Huntington, Jogorib about political culture as well as, sociologists such as pie, Almond and Paul and Verba and Inglehart in participatory political culture, then our hypotheses and also the latent variables relationships have formed based on them. Data collection were gathered from a sample size about 377 people of the colleges of Shiraz University students using of categorical sampling. In order to examine the validity and reliability of the questionnaire tool, we used the Alpha Cronbach coefficient and it used structural equation modeling with smart PLS version 3. The results show that participatory political culture and its influential components such as social trust, dialogue culture, individualism, equal political and social opportunities, can be the basis and strengthen political development. But subordinate and limited political culture are considered as a pervasive obstacle to political development.
