Abstract

Policy evaluation is the rule or principle that a group or organization uses to guide decisions and actions during the policy-making process. The purpose of this study is to evaluate the education policies with a network governance approach in Iran from the perspective of the High Council of Thought Center. To conduct the present study and study on the evaluation of education policies with a network governance approach in Iran through qualitative research method has been used. Research community The experts of higher education education and the center of thinking were identified. The sampling was done in a purposeful manner, meaning that for the study, those individuals were selected who have sufficient experience or as stakeholders in the field of policy. Education policies and policies are in place to provide sufficient information on the underlying issue and research. Since the phenomenological method has been used to determine the sample size (Paul It et al., 2001), due to the complexity and data collection and the expected time nature, the sample size is small (Dance Comby, 2003). The reason for the number of participants was 6 members of the think tank (university professors in the fields of educational management and public administration) and five members of the Higher Education Council. It was assumed that in the present study, unstructured interviews were used to collect information
