Modeling Digital Governance in Virtual Organizations in the Public Sector: A Case Study of the Social Security Insurance Organization

Abstract

Due to the increasing speed of technology and the spread of information technology in all fields, the digitalization of society is on the agenda of most governments, and in a way, each government is inevitably following this path in order to grow and develop itself. Therefore, the purpose of this study is to model public administration in digital governance in virtual organizations in the public sector. The statistical sample of this study includes 150 managers and heads of social security organizations who were selected and interviewed from among 250 people using snowball sampling method to achieve theoretical saturation appropriate to the size of the population and through Morgan table. Were located. The researcher-made questionnaire consisted of 67 questions appropriate to the subject of data collection tools and the collected data were assessed using SPSS software and Ivory and structural equation method. Findings indicate a positive and significant role of public administration in digital governance and include indicators such as planning and coordination (PC), monitoring and control index (MC), digital culture index (DC), digital partner index (DP) and leadership index. Introduces digital (DL) as indicators of digital governance. In order to strengthen public administration in digital governance in virtual organizations in the public sector, building infrastructure, gaining the trust of employees and the people, strong leadership and culture, and selecting organizations with similar characteristics to partner in this field are among the things that are needed to Governments should pay attention to it.
