Abstract

Local councils around the world are considered one of the new phenomena in the modern era. The function and role of this institution should be evaluated in relation to the power structure and social and cultural structures as well as the level of development of societies. For national development, every country needs the participation and social harmony of people in the society before anything else. Today, local councils at all provincial, regional, urban and rural levels follow well-known patterns or are affected by them in some way. Councils are basically defined as a special type of governance and the type of government and power structure. Although councils are directly elected, mainly, by the people, but the description of their duties and missions in performing inferior activities in the lower economic, social and cultural layers of a society and in connection with the set of governmental activities, To reduce the huge amount of government duties. Despite the fact that the constitution of the Islamic Republic has given special importance to the Islamic councils, but for a short period of time, they faced problems and dead ends that were not only not foreseen in advance, but also due to the political structure. And the centralized structure of the government was not far from expected either.
