Abstract

Ignoring the planning and design of a residential settlement on a high-risk fault by the government or the private sector cannot be considered a violation, and the damage caused by an earthquake in such a settlement cannot be considered an unexpected accident. Since, despite the progress of science and knowledge, the possibility of many unexpected events such as floods and earthquakes can occur with the use of scientific methods, so they cannot be considered unexpected and it is necessary for both the government and the private sector to correct their negligence in Accept such incidents. This research is an applied-developmental type of research and the qualitative-quantitative research method was used in its conduct. According to the philosophy of the subject, fuzzy Delphi model was used to conduct this research and the results of completed questionnaires were analyzed by SPSS software. The results of this research show that it is possible to predict the possibility of damages caused by the occurrence of many unexpected events such as floods and earthquakes with today's scientific advances, and in case of failure and negligence of the public or private sector, the resulting damages should be Citizens to pay. Therefore, crisis governance as a suitable theory can be considered as an efficient and comprehensive theory in compensating the damage of unexpected events by the government or individuals. Paying attention to this matter can be very effective in the good governance of the crisis and citizen satisfaction.
