Abstract

the strategies of its improvement in the public service organizations. This research is applied based on its objective, descriptive-surveying based on its inferential method, and qualitative and quantitative based on the data nature. This research follows a three-step process. Therefore, 15 experts from the academic productivity field and managers of the public organizations from Tehran province were selected by theoretical sampling method which is one of the sequential (consecutive) targeted sampling methods to conduct the semi-structured interviews. Then, interviews were analyzed by NVivo plus software, and 102 cases were obtained as the initial concepts from the interviews during open coding which were classified into 21 secondary sub-indexes and 2 main indexes. Afterward, in the second step in the quantitative part, the Shannon entropy method was used to determine the importance degree of the effective factors on the productivity management, and in the third part, the MABAC method was used to rank the strategies of productivity improvement in the public service organizations.
