Abstract

The present study seeks to examine the impact of new communication technologies such as virtual social networks on the performance of Iranian government elites and their political performance in the development of political culture and government diplomacy. Since the revolution, political action of the ruling elites in virtual communication networks has had a definite process in which at the beginning of the revolution, using the available media, they were able to convey their thoughts and ideas to the people and gain acceptance. After the imposed war, the media almost served the government and technology took a socially oriented approach. However, with the development of information and communication technologies such as virtual networks, government elites could not dictate their ideas and thinking to the people in these media. In fact, most of these media acted as anti-government media, and the elites reacted to these technologies by doing things like filtering or calling them Western products, and failed to make good use of the capacities of these new media. The present study aimed to determine the effect of virtual communication networks on the actions of the political elites of the Islamic Republic of Iran.
