Designing an interpretive structural model of professional development in improving the human resources of the social security organization.

Abstract

The purpose of this study is designing a model of professional development in improving the human resources of the Social Security Organization.The research method is a mixed(qualitative-quantitative)exploratory method,which in the qualitative part, it contains qualitative content analysis and the quantitative part is survey.The statistical population of this study consists of all experts in the field of human resources and education of the Social Security Organization.The statistical sample in the qualitative section includes11 experts of the Social Security Organization in the field of human resource management and education who has been selected by snowball sampling method and in the quantitative part,it consists of all employees of Social Security Organization and the number of282people who are selected by stratified random sampling according to the research community.The instrumentation research in qualitative part is semi-structured interview and in quantitative part, is questionnaire.The questionnaire items includes of 46 items according to Likert five-choice range.The method of analysis of interview data in the qualitative part,open,coded and selective coding in MAXQDA software and in the quantitative part, the method of structural-interpretive from Smart pls equations has been selected.Findings of the research in the qualitative section show the extraction of 312 open codes with 2main categories of human resource improvement(12core codes)and professional development(34core codes).The results in the quantitative part of the research also show that improving the effectiveness and efficiency and improving the quality are the most influential at the first level and leadership style,learning organization and specialized training,the eleventh level variables are the most effective model variables
