Provide a model for evaluating industrial development policies with a human resource productivity approach

Abstract

The purpose of this study is to provide a model for evaluating industrial development policies with a human resource productivity approach. The present research is applied in terms of purpose and exploratory in terms of survey method. The statistical population includes all employees of the General Directorate of Industry, Mining and Trade of Sistan and Baluchestan Province and its affiliated organizations. According to the type of statistical population and based on the research methodology which is done in a combined way, the method of qualitative sampling was non-probabilistic, accessible and purposeful, which examined the opinions of 13 experts. Also, in quantitative dimension, the sampling method was probabilistic and stratified sampling method was used. In the first phase of the research, qualitative data were collected through interviews and then reviewed based on Mikmak methodology, in which 19 components were identified as the main components of the research. Then, the indicators related to these components were collected through interviews and library studies and examined using fuzzy Delphi methodology. Based on the results of qualitative and quantitative analysis, four main domains (method-oriented, value-oriented, competency-oriented and evolutionary) were identified, which themselves expanded to 19 components and 105 indicators. Finally, by modeling structural equations, dimensions, components and indicators in the study population were studied and the data obtained from the collection of the designed questionnaire were examined through Smart PLS software, which showed the validity of the research model.
